I think for a beginner #2 is accurate, but for a seasoned extreme couponer, sometime purchasing a large quantity of needed/desired coupons can be helpful. One personal example is Oscar M 98% FF turkey. (sandwiches, salads, wraps, etc) That's the only lunch meat that my family will eat. It's on sale at my local store about once every 5/6 weeks for $2.00. I found 100 coupons ($0.75 off 1 item) on ebay for $3.48 (including shipping). My store doubles, so each package of meat only costs me $0.50.
